Description:
The SAST ARC/INFO database is a comprehensive vector basemap of the Upper
Mississippi/Missouri River Basin and contains attribute data suitable for
performing a wide range of analyses and for generating thematic maps for
counties and states throughout the flood area.
Abstract:
On January 10, 1994, the Scientific Assessment and Strategy Team (SAST)
joined in the effort to provide scientific advice and assistance to
officials responsible for making decisions with respect to the flood
recovery in the Upper Mississippi River Basin.
This data cover provides river-mile markers and estimates of water
elevations for the 10, 50, 100, and 500 year flood events for the
mainstreams of the Mississippi and Missouri Rivers. The cover also
includes 1993 flood levels by river mile. This data set was created from
a point coverage provided to the SAST from the Environmental Management
Technical Center (EMTC) and ancillary data from the U.S. Army Corps of
Engineers. The area includes the Upper Mississippi, Missouri, Illinois,
Minnesota, and St. Croix Rivers. Generally, one point is displayed at
one river mile, however, some points on the Missouri River has points
every tenth of a mile.
Several missing points were amended from data received by the US Army Corp
of Engineers(Rock Island). When the data was compared to the 1:100,000
scale Digital Line Graph (DLG)hydrology layer many of the points were off
the river Locations for about 700 points, mostly on the Missouri. These
points were adjusted by the EROS Data Center to conform to the 1:100,000 DLG
locations.
Purpose:
The objectives in SAST were to develop a database of readily available
data to support map production, scientific analysis, and decision making;
to produce maps showing base information and vulnerability to flooding;
and to prepare reports documenting the products of SAST and the
methodology and analysis used to produce them, and identifying the ongoing
monitoring, research, modeling, data management and distribution
requirements needed to support integrated river basin management.
This data set has been plotted with various data layers to better identify
locations along the respective rivers. River-mile locations have also been
used to identify approximate locations for wildlife species and structures
built along the river.

During ARC/INFO coverage development several modifications were made to the
source data in order to generate a database with a common scale, uniform level
of resolution, consistent coding scheme, and comparable (standardized)
measurement data.

When the river mile points were shifted the location was tagged with LAT_OLD
and LONG_OLD. The relocated points are now attribute items LAT and LONG.
Attribute_Accuracy_Explanation:
River mile data was tagged with attributes related to pool and flood
elevations. These data were derived from channel maps. The values
were estimated from the maps to the nearest foot, typed into a file, and
then joined with the coverage. Attribute accuracy is described, where
present, with each attribute defined in the Entity and Attribute Section.
Logical_Consistency_Report:
River mile locations were compared against 1:100,000 Digital Line Graph
linework with differences up to 2 miles. Approximately 700 points, mostly
along the Missouri, were adjusted by EROS Data Center in order to get
the river mile points to fall inside the 1:100,000 hydro channel.
Completeness_Report:
Data completeness reflects the content of the data received on the floppy from
the US Army Corp of Engineers. Since there were gaps along the Missouri
two other covers containing river mile data were incorporated to fill in
these missing points.

The accuracy of the database components, specifically the latitude and
longitude, that originated from the US Army Corps of Engineers and the
Environmental Management Technical Center will reflect on the accuracy of
this data set. The accuracy of the relocated points by EROS is based on
the accuracy of the 1:100,000 DLG and placement to the new locations within
the channel.

Process_Description:
The SAST acquired the river mile point data from the Environmental
Management Technical Center. The point cover was received on floppy
and downloaded to the SAST data base. The other files that were received
from the Corps of Engineers contained river miles on the Missouri River with
one point every tenth of a mile. These two covers from the COE were used to
fill in gaps.
This revised cover was used for the shifting of points along the
Missouri River. Locations of approximately 700 points, mostly along the
Missouri, were found to have discrepancies by comparing locations
against the 1:100,000 Digital Line Graph linework (up to 2 miles
differences). EROS shifted these points to fall at good locations
inside the 1:100,000 hydro channel.
In a separate effort, river elevation graphs were read, and tables of
elevations were keyed in for each river-mile. The elevation estimates
for the flood levels were derived from COE River Navigation Maps.
Values were taken from the maps to the nearest foot, and typed into a
file, which was ultimately joined with the coverage.
The ARC command BUILD was used to recreate coverage topology.
BUILD creates or updates a feature attribute table for a
coverage. Point features and their attributes are
created with the POINT option.
