Description:
The SAST ARC/INFO database is a comprehensive vector basemap of the Upper
Mississippi/Missouri River Basin and contains attribute data suitable for
performing a wide range of analyses and for generating thematic maps for
counties and states throughout the flood area.
The Roads layer contains roads and highways. Two classifications of road
type are available. (Interstates, U.S. highways and state highways,toll
roads, and improved roads are examples. Route numbers are also included.
Abstract:
On January 10, 1994, the Scientific Assessment and Strategy Team (SAST)
joined in the effort to provide scientific advice and assistance to
officials responsible for making decisions with respect to the flood
recovery in the Upper Mississippi River Basin.
The SAST acquired from the Environmental Systems Research Institute (ESRI)
the ArcUSA 1:2,000,000-scale database via the medium Compact Disc-Read
Only Memory (CD-ROM). The ArcUSA database contains the USGS 1:2,000,000
Roads layer in both Albers Conic Equal Area projection and in
geographic coordinates, outlines of the topographic maps quadrangle name,
USGS map reference code, map coverage by state for each quadrangle, and
the publication date.
Purpose:
The ArcUSA database provided the SAST with data formatted in the
Geographic Information System (GIS) ARC/INFO data model. The objectives
were to develop a database of readily available data to support map
production, scientific analysis, and decision making; to produce maps
showing base information and vulnerability to flooding; and to prepare
reports documenting the products of SAST and the methodology and
analysis used to produce them, and identifying the ongoing monitoring,
research, modeling, data management and distribution requirements needed
to support integrated river basin management.

During ArcUSA development several modifications were made to the source data in
order to generate a database with a common scale, uniform level of resolution,
consistent coding scheme, and comparable (standardized) measurement data.
The SAST Upper Mississippi/Missouri River Basin database has not deviated from
ArcUSA database.
Attribute_Accuracy:
No independent evaluation of the attribute or positional accuracy of the
source data was undertaken. However, a series of coverage-based (global)
diagnostic tests were run on each ArcUSA coverage to ensure data quality and
integrity.
Attribute_Accuracy_Report:
ArcUSA visual tests involved the review of check plots. The check plots
were matched against the source map book for the 1:2,000,000 Digital
Line Graph (DLG) data to verify the validity of particular codes.
Attribute_Accuracy_Value:
The accuracy of most attributes has not been explicitly tested against
independent sources. However, all the data derived from the ArcUSA
database have been reviewed for anomalous visual patterns both on line
and in hard copy.
Attribute_Accuracy_Explanation:
Code attributes were reviewed by checking for invalid codes in the
database using the ARC/INFO CODEFIND command. Invalid code combinations
were checked using the ARC/INFO CONSIST command (codes were deemed
invalid if they were undefined in the ArcUSA data dictionary.
CODEFIND identifies coding errors for item values in an INFO data
file.
CONSIST identifies illogical code combinations for multiple items
in an INFO data file. Item values are compared against a
series of user-specified conditions to identify illogical
code combinations.
Logical_Consistency_Report:
All data were found to be topologically correct. No duplicate features are
present. All polygons are closed, and all lines intersect where intended.
No undershoots or overshoots are present.
The tests of logical consistency were performed by the ARC commands:
BUILD creates or updates a feature attribute table for a
coverage. It defines arc-node topology when the LINE
option is used.
CLEAN generates a coverage with correct arc-node topology.
It edits and corrects geometric coordinate errors,
assembles arcs polygons, and creates feature attribute
information for each arc (i.e., creates a AAT).
Completeness_Report:
Data completeness reflects the content of the source Digital Line Graph and
ArcUSA 1:2M coverages. Features may have been generalized or eliminated on
the source graphic, due to scale and legibility constraints. The ArcUSA
data closely reviewed to ensure completeness of state and county
boundaries. The river, road, and railroad layers completeness is less well
defined, since cartographic data is checked against the USGS 100k DLG line
data visually.
Positional_Accuracy:
The positional accuracy of the SAST Arc/INFO database is consistent with the
ArcUSA database. The original DLG data met the criteria for inclusion in
the National Digital Cartographic Database.
Horizontal_Positional_Accuracy_Report:
The accuracy of the database components that originated in the USGS DLGs
can be inferred to have the cumulative effects of data processing
performed by the Environmental Systems Research Institute (ESRI).
Horizontal_Positional_Accuracy_Value:
The conservative estimate on the accuracy of the ArcUSA 1:2,000,000-scale
data derived from the 1:2,000,000-scale data is 1722 meters.
Horizontal_Positional_Accuracy_Explanation:
A root-sum-square calculation indicates that the expected positional
error of the DLGs is 0.034 in (0.86mm), or a ground distance of 1720m.
Additional ESRI processes that could introduce error include the
application of "fuzzy" tolerances of 50.8m.

The SAST provided the necessary data to the Environmental Systems Research
Institute (ESRI) and received the ArcUSA database CD-ROM for processing
into the ARC/INFO interchange file RDS2M.e00.
Process_Description:
The ArcUSA RDS2M interchange file was downloaded to a UNIX system. The
ARC command IMPORT created coverage along with the INFO data file. The
PROJECT command in ARC created a coordinate definition file (PRJ) to
covert the coverage into Albers projection and the ARC command PRECISION
was used with the option DOUBLE.

The accuracy of most attributes in the ARC/INFO 1:2,000,000-scale
database are as accurate as the ArcUSA database.
Overview_Description:
Federal Information Processing Standards (FIPS) codes are standard
international codes that have been developed to facilitate the transfer
of information between systems, to reduce coding error, and to reduce
waste in data storage by eliminating duplication.
This coverage contains attributes with the original twenty-seven DLG road
classes (DLG_CLASS) as well as a simplified ten-class coding scheme
(ESRI_CLASS). The simplified classification scheme is particularly useful
for small-scale displays, or for regional displays where only a few road
types are required. The more detailed road classes display local areas,
as for transportation applications.
In the CLASS1, 2, and 3 attributes contain the detailed road segment
classification codes used in the DLG source, and the DLG_CLASS1, 2, and 3
attributes contain their English equivalents. Class1, 2,or 3 priority is
assigned based on degree of multilane, limited access, and then by
decreasing jurisdictional control (interstate, U.S., state). The highest
priority code is stored in CLASS1. If a road segment has no lower
priority class, CLASS2 and/or CLASS3 contains a code of 0.
As many as three interstate route numbers may be assigned to a highway
segment. If a segment of a highway has multiple interstate route numbers,
the lowest is stored in INTER_RTE1. A code of "0" in either INTER_RTE2
or 3 means that the segment belongs to fewer than three interstate routes.
A code of "0" for all three indicates that the road segment is not part of
the interstate highway system.
As many as four U.S. route numbers may be assigned to a road segment. If a
road segment has multiple U.S. route numbers, the numbers are ordered from
lowest to highest, with the lowest number stored in US_RTE1. A code of "0"
in US_RTE2, 3, or 4 means that the segment belongs to fewer than three U.S.
routes. A code of "0" for all four attributes indicates that the road
segment is not a U.S. route.
Four state route numbers may be assigned to a road segment. If a road
segment has multiple state route numbers, the numbers are ordered from
lowest to highest, with the lowest number stored in STATE_RTE1. A code
of "0" in STATE_RTE2, 3, or 4 means that the segment belongs to fewer than
three state routes. A code of "0" for all four attributes indicates that
the segment is not a state route.
