The ARC/INFO Railroad data set was extracted from the 100,000-scale map USGS Digital Line Graphs Level-3 Compact Disk-Read Only Memory (CD-ROM). Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. The 100K Digital Line Graph (DLG) data files were provided to the SAST by the Earth Science Information Center (ESIC) of the U.S. Geological Survey on a Compact Disk-Read Only Memory (CD-ROM). These data files include information from the USGS planimetric map base categories such as transportation, hydrography, and public land survey boundaries. The DLG format was used to transport data to the Geographic Information System (GIS), ARC/INFO data model. Purpose: The SAST converted the DLG data sets to the ARC/INFO GIS for several reasons. ARC/INFO organizes geographic data using a relational and topological model. This facilitates efficient handling of the two generic classes of spatial data: Locational data describing the location and topology of point, line, and area features; and attribute data describing the characteristics of these features. Data_Quality_Information:

During ARC/INFO coverage development several modifications were made to the source data in order to generate a database with a common scale, uniform level of resolution, consistent coding scheme, and comparable (standardized) measurement data. Attribute_Accuracy: Attribute accuracy is estimated to be 98.5 percent. A check for illogical attribute combinations were performed both interactively and via batch procedures. Attribute_Accuracy_Report: Visual tests involved the review of check plots. The check plots were matched against the source map book for the 1:100,000-scale Digital Line Graph (DLG) data to verify the validity of particular codes. Attribute_Accuracy_Value: The accuracy of most attributes has not been explicitly tested against independent sources. However, all the data derived from the DLGs have and in hard copy. Attribute_Accuracy_Explanation: Code attributes were reviewed by checking for invalid codes in the database using the ARC/INFO CODEFIND command. Invalid code combinations were checked using the ARC/INFO CONSIST command (codes were deemed invalid if they were undefined in the Digital Line Graphs from 100K-scale Maps, Data Users Guide 2. CODEFIND identifies coding errors for item values in an INFO data file. CONSIST identifies illogical code combinations for multiple items in an INFO data file. Item values are compared against a series of user-specified conditions to identify illogical code combinations. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All lines intersect where intended. No undershoots or overshoots are present. The tests of logical consistency were performed by the ARC commands: BUILD creates or updates a feature attribute table for a coverage. It defines arc-node topology when the LINE option is used. CLEAN generates a coverage with correct arc-node topology. It edits and corrects geometric coordinate errors, and creates feature attribute information for each arc (i.e., creates a AAT). CLIP creates a new coverage by overlaying two sets of features, which are the arcs. DISSOLVE eliminates arcs between adjacent polygons containing equal values. LABELERRORS lists all polygons which have either no label points or more than one label point. Completeness_Report: Data completeness reflects the content of the source Digital Line Graph. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. Positional_Accuracy: The positional accuracy of the SAST Arc/INFO database is consistent with the original DLG data which has met the criteria for inclusion in the National Digital Cartographic Database. Horizontal_Positional_Accuracy_Report: The accuracy of the database components that originated in the USGS DLGs can be inferred to have the cumulative effects of data processing performed by the Scientific Assessment and Strategy Team (SAST). Horizontal_Positional_Accuracy_Value: The conservative estimate on the accuracy of the ARC/INFO 1:100,000-scale data derived from the 1:100,000-scale DLG data is 0.02 inches. Horizontal_Positional_Accuracy_Explanation: Horizontal positional accuracy is based upon the use of USGS source Digital Line Graphs from 100,000-scale maps. The ARC Tolerance command is used to set and examine the tolerances associated with a DLG data set. Positional accuracy between the DLG data set and ARC data files are within a 0.02 inches tolerance. Features with like dimensionality, and with or without like attribution, that are within the tolerance are adjusted by moving the feature equally in both the data set and coverage. Features outside the tolerance are not moved. Lineage: Data derived primarily from the 1:100,000-scale DLG database. Source_Scale_Denominator: 100,000 Type_of_Source_Media: CD-ROM Process_Step: The SAST received a Compact Disk-Read Only Memory (CD-ROM) from the U.S. Geological Survey containing the 100K Digital Line Graph level-3 (DLG-3) that contained the line data for the railroad layer. Process_Description: The DLG Railroad layer was downloaded to the UNIX system and converted to an ARC/INFO coverage using the ARC command DLGARC. DLGARC created the file .ACODE which contains arc attribute codes for each line (L) record. The differences in topological representation between DLG and ARC/INFO data does not allow DLGARC to convert the DLG topology. Therefore, the ARC commands BUILD and CLEAN were used to recreate coverage topology. BUILD creates or updates a feature attribute table for a line coverage (.AAT). It defines arc-node topology. CLEAN generates a coverage with correct arc-node topology. It edits and corrects geometric coordinate errors, and creates feature attribute information for each arc (i.e., creates an AAT). Once the feature attribute table for the coverage was built, the User-ID (i.e., coverage-ID) in the feature attribute table was related to the coverage-ID item in the .CODE file. The .CODE file was used to associate major and minor code pairs with the coverage's features. Prior to creating each ARC coverage the SAST established the map projection and coordinate system as used to record x,y locations and coordinates for their geographic data base. The DLG data is delivered in the UTM projection, but the coverages were more applicable in the Albers coordinate system(i.e., map projection). The map projection of each DLG coverage is in a map projection file created by DLGARC. This projection (.PRJ) file defined the UTM projection of the DLG file. The output projection, Albers, was defined in the .PRJ file using the PROJECT command in ARC. The DLG files are always single precision. In ARC the coordinate precision is determined by the current processing rule as set by the PRECISION command. The ARC/INFO coverage RAIL used the processing rule DOUBLE. DLG attributes are recorded in major and minor code pairs and are defined as integer codes in the attribute table. The SAST provided a more meaningful description for each attribute code by defining ITEMS in the INFO file which placed all MAJOR codes into one item and all MINOR codes into individual items having more descriptive names. The following ITEMS were incorporated into the .AAT table by the ARC commands: ADDITEM was used to create a new INFO file that was like the original except that it contained a new, empty item. ADDITEM to was used to add the item ID-NUM with INFO definition 7,7,I to the attribute file. ADDITEM was also used to create matching items among two (or more) INFO files in order to perform an INFO relate. The RR-CODE is an additem which defines the contiguous major and minor code-pairs into a group. PULLITEMS The new INFO subset of items were specified to replace the .ACODE INFO major/minor code-pairs and to copy the new item ID-NUM. JOINITEM Used to merge the two INFO files based on a shared item. The relate item RAIL-ID was used as an index to the records in the . The option ORDERED sorted the on the relate item. Both these files must contain the . IDEDIT update the User-IDs in the coverage's coordinate files. In IDEDIT, the feature attribute table is used to determine the correct User-ID for each feature in the coverage. This value is recorded in all places where the feature User-ID is stored. The INFO commands to modify the results further are as followed: SELECT The SELECT established the data file that was needed for for processing. In this process the coverage's new .AAT was SELECTED. CALCULATE A numeric value is computed and assigned to the numeric data file items. That is, the ID-NUM was calculated to equal the cover-id and all major/minor code-pairs less than and equal to 0 were calculated to equal 0. REDEFINE starts a dialog through which items were redefined in the selected data file (.AAT). In the RAIL.AAT the item ID-NUM was redefined. The redefined item MCODES holds the entire list of major/minor-code pairs as a single character item.
