Description:
The SAST ARC/INFO database is a comprehensive vector basemap of the Upper
Mississippi/Missouri River Basin and contains attribute data suitable for
performing a wide range of analyses and for generating thematic maps for
counties and states throughout the flood area.
Abstract:
On January 10, 1994, the Scientific Assessment and Strategy Team (SAST)
joined in the effort to provide scientific advice and assistance to
Federal officials and others responsible for making decisions with
respect to the flood recovery in the Upper Mississippi River Basin.
The SAST received the interstate bridges data in an external database
management system (DBMS) tables from the Department of Transportation
(DOT) through the Federal Emergency Management Agency (FEMA).
Purpose:
The files provided the SAST a means of importing data into the
Geographic Information System (GIS) ARC/INFO data model. The objectives
were to develop a database of readily available data to support map
production, scientific analysis, and decision making; to produce maps
showing base information and vulnerability to flooding; and to prepare
reports documenting the products of SAST and the methodology and
analysis used to produce them, and identifying the ongoing monitoring,
research, modeling, data management and distribution requirements needed
to support integrated river basin management.
Supplemental_Information:
With ARC/INFO, it is possible to relationally join the data in DBMS
tables to geographic features. The module that supports this
functionality is called the DATABASE INTEGRATOR.
The DATABASE INTEGRATOR provides a generic interface to attribute data
stored in multiple databases.
ARC/INFO keeps track of and updates map feature attribute tables which are
stored as INFO files. It maintains the relationships between each map
feature and a corresponding tabular record.
INFO is a complete relational database manager for the tabular data
associated with geographic features in map coverages. It provides
facilities for data definition of new data files, use of existing data
files, data entry and update, and sort and query.
ARC is the main program environment in ARC/INFO. It contains commands
which start each of the other subsystems and also has extensive
capabilities.
ARCPLOT is the interactive cartographic and mapping subsystem of ARC/INFO.

Cross_Reference:
Upper Mississippi/Missouri River Basin ARC/INFO coverages in the Scientific
Assessment and Strategy Team (SAST) database.
During development several modifications were made to the source data in
order to generate a database with a common scale, uniform level of resolution,
consistent coding scheme, and comparable (standardized) measurement data.
Attribute_Accuracy:
No independent evaluation of the attribute or positional accuracy of the
source data was undertaken.
Attribute_Accuracy_Report:
Attribute_Accuracy_Value:
The accuracy of most attributes has not been explicitly tested against
independent sources. However, all the data derived from the DOT
bridges database have been reviewed for anomalous visual patterns both
on line and in hard copy.
Attribute_Accuracy_Explanation:
Code attributes were reviewed by independent sources and reviewers.
Logical_Consistency_Report:
All data were found to be topologically correct. No duplicate features are
present. All polygons are closed, and all lines intersect where intended.
No undershoots or overshoots are present.
The tests of logical consistency were performed by the ARC commands:
BUILD creates or updates a feature attribute table for a
coverage. It defines polygon and arc-node topology
when the POLY option is used. Point features and their
attributes are created with the POINT option.
CLEAN generates a coverage with correct polygon or arc-node
topology. It edits and corrects geometric coordinate
errors, assembles arcs into polygons, and creates
feature attribute information for each polygon or arc
(i.e., creates a PAT or AAT).
Completeness_Report:
Data completeness reflects the content of the source Department of
Transportation (DOT)database. Features may have been generalized or
eliminated on the source graphic, due to scale and legibility constraints.
Positional_Accuracy:
The positional accuracy of the SAST Arc/INFO database is consistent with the
DOT database.
Horizontal_Positional_Accuracy_Report:
The accuracy of the database components that originated in the DOT
database can be inferred to have the cumulative effects of data
processing performed by the SAST.

Overview_Description:
Entity_and_Attribute_Overview:
A coverage contains both the locational data and thematic attributes
associated with map features. In a coverage, map features are stored
as points, lines (arcs), or polygons. Points represent features like
named places. They have no length and are defined as a single x,y
coordinate pair. Each feature class in a coverage has its own table:
point attributes are stored in Point Attribute Tables (PATs).
ARC/INFO "generated attributes" are automatically created and are
different for each coverage. The feature attribute table contain
information about and values for a particular record. An INFO table
specifies the format for each record in the data file and is referred
to as the Items Definition. Items are defined by their name, the data
type, the number of characters used to store values, a display width,
and (for decimal numbers) the number of decimals to display.
Topological information for each point is contained in the tables. The
Federal Information Processing Standards (FIPS) codes are standard
international codes that have been developed to facilitate the transfer
of information between systems, to reduce coding error, and to reduce
waste in data storage by eliminating duplication.
