Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. The SAST acquired this national map from Oregon State University. It is a small scale regional map which depicts annual precipitation for 1961-1990. This is a preliminary map which was initially developed for the U.S. Army Corps of Engineers. The map was received by SAST in draft stage and used to obtain an idea of precipitation distribution across the study area. The scale is not verified, but at approximately 1:2,500,000. It is a map designed to be used for regional assessments, displaying isohyets that incorporate precipitation measurements and topography. State maps are being developed with this same approach by the Oregon Climate Service (OCS). Purpose: The objectives in SAST were to develop a database of readily available data to support map production, scientific analysis, and decision making; to produce maps showing base information and vulnerability to flooding; and to prepare reports documenting the products of SAST and the methodology and analysis used to produce them, and identifying the ongoing monitoring, research, modeling, data management and distribution requirements needed to support integrated river basin management. Since this map is in draft format the usage by SAST was limited for its suitability for accurate analysis. Also, the coverage was intended for regional assessments, not local. In the past few years the map has been substantially improved. Maps are also being developed on a state by state basis with the statistical-topographic method by the Oregon Climate Center. Supplemental_Information: In ARC/INFO the Copy command was used to off-load individual coverages together with their associated INFO files. ARC is the main program environment in ARC/INFO. It contains commands which start each of the other subsystems and also has extensive capabilities. INFO is a complete relational database manager for the tabular data associated with geographic features in map coverages. It provides facilities for data definition of new data files, use of existing data files, data entry and update, and sort and query. ARC/INFO keeps track of and updates map feature attribute tables which are stored as INFO files. It maintains the relationships between each map feature and a corresponding tabular record. Data_Quality_Information:

The map was initially created for the U.S. Army Corps of Engineers, to be used in their drought atlas which is in draft stage. The Arc coverage is at 5" intervals, which is acceptable for the West, but not for the East and Midwest. Attribute_Accuracy: Attribute_Accuracy_Report: No independent evaluation of the attribute or positional accuracy of the source data was undertaken. Attribute_Accuracy_Explanation: The accuracy of most attributes has not been explicitly tested against independent sources. Attribute accuracy is described, where present, with each attribute defined in the Entity and Attribute Section. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All polygons are closed, and all lines intersect where intended. No undershoots or overshoots are present. The map was made from a model that incorporates precipitation measurements and topography. The precipitation values (inches) were created using the PRISM model and a 5-minute latitude- longitude DEM (Digital Elevation Model). PRISM is described in detail in the Feb. 1994 Journal of Applied Meteorology (see Source_Information). The SAST received the precipitation map as an export file from USGS/WRD with caution for its distribution since it was still in preliminary format. The arc command CLIP was used with the BASIN_BOUND cover to acquire the data within the Missouri/Mississippi River Basin area. The ARC commands BUILD and CLEAN were used to recreate coverage topology. BUILD creates or updates a feature attribute table for a line coverage. It defines polygon and arc-node topology when the POLY option is used. CLEAN generates a coverage with correct polygon or arc-node topology. It edits and corrects geometric coordinate errors, assembles arcs into polygons, and creates feature attribute information for each polygon. (i.e., creates a .PAT).
