Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. This ARC/INFO coverage shows land cover/land use along the Missouri River. The land cover/land use spatial data features are taken from 1879 surveys done by the Missouri River Commission (MRC). Purpose: This coverage was created to analyze the changes in the lower Missouri River channel surface geometry between 1879 and 1986. The objectives in SAST were to develop a database of readily available data to support map production, scientific analysis, and decision making; to produce maps showing base information and vulnerability to flooding; and to prepare reports documenting the products of SAST and the methodology and analysis used to produce them, and identifying the ongoing monitoring, research, modeling, data management and distribution requirements needed to support integrated river basin management. Supplemental_Information: In ARC/INFO the Copy command was used to off-load individual coverages together with their associated INFO files. ARC is the main program environment in ARC/INFO. It contains commands which start each of the other subsystems and also has extensive capabilities. INFO is a complete relational database manager for the tabular data associated with geographic features in map coverages. It provides facilities for data definition of new data files, use of existing data files, data entry and update, and sort and query. ARC/INFO keeps track of and updates map feature attribute tables which are stored as INFO files. It maintains the relationships between each map feature and a corresponding tabular record. It was difficult to differentiate between willows and bushes. And there was very sparse representation of evergreens. The borders between classes were not always delineated, therefore, they were interpreted by the operator. The cultivated areas were not consistently symbolized, so the areas with significant county roads were tagged as being cultivated. Areas of relief, such as bluffs, were difficult to interpret. The outer polygon was arbitrarily created to close off the coverage and was tagged as grass. When using the landcover classes one should keep in mind this map set was hand drafted by at least five different people over a period of several years. However, the river channel (open water) and islands (sand bars) seemed to be the most consistent throughout the map set. Acknowledgement of the U.S. Geological Survey and the Scientific Assessment and Strategy Team would be appreciated in products derived from these data. During ARC/INFO coverage development several modifications were made to the source data in order to generate a database with a common scale, uniform level of resolution, consistent coding scheme, and comparable (standardized) measurement data. Attribute_Accuracy: Attribute_Accuracy_Report: No independent evaluation of the attribute or positional accuracy of the source data was undertaken. Attribute_Accuracy_Explanation: The accuracy of most attributes has not been explicitly tested against independent sources. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All polygons are closed, and all lines intersect where intended. No undershoots or overshoots are present. Polygon and chain-node topology. Completeness_Report: Data completeness reflects the content of the source survey maps. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. Positional_Accuracy: Horizontal_Positional_Accuracy: Horizontal positional accuracy is based upon the placement of the data from Missouri River Commission Survey maps onto the Digital Line Graphs (1:100,000-scale). The ARC Tolerance command is used to set and examine the tolerances associated with the DLG data set. Positional accuracy between the DLG data set and ARC data file is indicated as 1.0 inch verified.
