ARC/INFO coverage of hydrologic units in the Upper Mississippi/Missouri River Basin at 1:2,000,000 scale Citation_Information: Originator: Scientific Assessment and Strategy Team (SAST) Publication Date: 19950526 Title: HUC2M ARC/INFO Coverage Geospatial _Data_Presentation_Form: map Online_Linkage: http://edcwww.cr.usgs.gov/sast-home.html Description: The SAST ARC/INFO database is a comprehensive vector basemap of the Upper Mississippi/Missouri River Basin and contains attribute data suitable for performing a wide range of analyses and for generating thematic maps for counties and states throughout the flood area. Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. This ARC/INFO polygon coverage contains Hydrologic Unit Boundaries and Codes for the Upper Mississippi/Missouri River Basin at 1:2,000,000 scale. This coverage is part of series of 1:2,000,000-scale basemaps covering the United States. Layers in this series include: COUNTY -- County boundaries. WATERBOD -- Water Bodies. STREAM -- Streams. HUC -- Hydrologic cataloging units (basins). Purpose: The objectives for the SAST were to develop a database of readily available data to support map production, scientific analysis, and decision making; to produce maps showing base information and vulnerability to flooding; and to prepare reports documenting the products of SAST and the methodology and analysis used to produce them, and identifying the ongoing monitoring, research, modeling, data management and distribution requirements needed to support integrated river basin management. Supplemental_Information: In ARC/INFO the Copy command was used to off-load individual coverages together with their associated INFO files. ARC is the main program environment in ARC/INFO. It contains commands which start each of the other subsystems and also has extensive capabilities. INFO is a complete relational database manager for the tabular data associated with geographic features in map coverages. It provides facilities for data definition of new data files, use of existing data files, data entry and update, and sort and query. ARC/INFO keeps track of and updates map feature attribute tables which are stored as INFO files. It maintains the relationships between each map feature and a corresponding tabular record. ARCPLOT is the interactive cartographic and mapping subsystem of ARC/INFO. Spatial_Domain: Bounding_Coordinates: Geographic coordinates (latitude/longitude) in decimal degrees. Data_Quality_Information:

During ARC/INFO coverage development several modifications were made to the source data in order to generate a database with a common scale, uniform level of resolution, consistent coding scheme, and comparable (standardized) measurement data. Attribute_Accuracy: Attribute_Accuracy_Report: No independent evaluation of the attribute or positional accuracy of the source data was undertaken. Attribute_Accuracy_Explanation: The accuracy of most attributes has not been explicitly tested against independent sources. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All polygons are closed, and all lines intersect where intended. No undershoots or overshoots are present. Limitations_of_Data: Accuracy is good at 1:2,000,000 or smaller. Do not use this coverage for any analytical work. Use the coverage HUC250 instead References_Cited: Seaber, Paul R., Kapinos, F. Paul, and Knapp, George L., 1987, Hydrologic Unit Maps: U. S. Geological Survey Water-Supply Paper 2249, 63p. Completeness_Report: Data completeness reflects the content of the source, State 1:500,000-scale Hydrologic Unit Maps. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. Positional_Accuracy: Horizontal_Positional_Accuracy: Horizontal positional accuracy is based upon the Unit Maps produced by the U.S. Geological Survey for the development of the GIRAS data. When the data was processed in ARC/INFO for edgematching, the ARC tolerance command was used to set and examine the tolerances. Positional accuracy between the data set and ARC data files Horizontal_Positional_Accuracy_Value: Approx. 1 km. Type_of_Source_Media: map Source_Scale_Denominator: 500,000 Originator: U.S. Geologic Survey Process_Step: Process_Description: The interchange file was downloaded to a UNIX system. The ARC command IMPORT created a coverage along with the INFO data file. To recreate coverage topology the BUILD command was used: BUILD creates or updates a feature attribute table for a coverage. It defines polygon and arc-node topology when the POLY option is used. Steps performed prior to this project: a) 1:2,000,000 scale-stable base map plots were obtained from the USGS National Mapping Division. These plots were in the Lambert Conformal Conic Projection, using 1:500,000 State Base Map projection parameters Plot data included drainage and latitude-longitude grid. Fifteen sectional plots were done following National Atlas 1:2,000,000 sectional boundaries. b) Individual State 1:500,000 Hydrologic Unit Maps (Lambert Conformal Conic Projection) were photo-reduced to 1:2,000,000 c) Hydrologic Unit Boundaries were compiled and edgematched on scale-stable 1:2,000,000 plots d) Boundaries were digitized by Automated Datatron, Hyattesville, MD., and NMD contract digitizing firm. e) Digital data from contractor was converted to an ARC/INFO coverage, checked, and corrected. f) Detailed annotated listing of locations where Hydrologic Unit Boundaries and streams are coincident or where 1:2,000,000 DLG streams are in error was compiled. In revision 1.1, the coverage described above was intersected with the 1:2,000,000 coverage of U.S. counties (Revision 2.0) to identify offshore and onshore areas. (Other county attributes were excluded.) This was done with a fuzzy tolerance of 2 meters. A small portion of the original map which overlaid part of the Canadian Great Lakes was deleted. The attributes were renamed and expanded at this time.

In order for a coverage's features to be stored, referenced, and managed as a set, a coverage's files are organized in a directory. The coverage name is the directory name. The set of files that are stored for a coverage vary depending on the set of features present in the coverage. In INFO, the specification of the format for each record in the data file is referred to as the Items Definition. Items are defined by their name, the data type, the number of characters used to store values, a display width, and (for decimal numbers) the number of decimals to display. A coverage contains both the locational data and thematic attributes associated with map features. In a coverage, map features are stored as lines (arcs). Lines represent linear features like miscellaneous transportation. Lines have length but no area (polygon) and are defined as a string of x,y coordinate pairs with beginning and ending points. These attributes are stored in Feature Attribute Tables. Each feature class in a coverage has its own table: line attributes are stored in Arc Attribute Tables (AATs). ARC/INFO-"generated attributes" are automatically created and are different for each coverage. The feature attribute table contain information about and values for a particular record. An INFO table specifies the format for each record in the data file and is referred to as the Items Definition. Items are defined by their name, the data type, the number of characters used to store values, a display width, and (for decimal numbers) the number of decimals to display.
