Description:
The SAST ARC/INFO database is a comprehensive vector basemap of the Upper
Mississippi/Missouri River Basin and contains attribute data suitable for
performing a wide range of analyses and for generating thematic maps for
counties and states throughout the flood area.
Abstract:
On January 10, 1994, the Scientific Assessment and Strategy Team (SAST)
joined in the effort to provide scientific advice and assistance to
officials responsible for making decisions with respect to the flood
recovery in the Upper Mississippi River Basin.
A birds data set was developed from resources provided to the SAST from
the Environmental Management Technical Center/National Biological
Survey. Data was combined to create a point coverage showing rookeries
for herons, cormorants, and egrets, as well as important eagle use areas.
These data include information that was compiled by state and federal
wildlife biologists who were familiar with the resources in their area.
The eagle use and rookeries data were developed by the USFWS for the
U.S. Army Corp of Engineers as part of the Resource Inventory for the
Upper Mississippi River of GREAT II (Great River Environmental Action
Team) in the early 1980's.
The data were automated at EROS Data Center using on-screen digitizing
creating an ARC/INFO coverage, called BIRDS.
Purpose:
To develop a database of readily available data to support map production,
scientific analysis, and decision making; to produce maps showing base
information and vulnerability to flooding; and to prepare reports document-
ing the products of SAST and the methodology and analysis used to produce
them, and identifying the ongoing monitoring, research, modeling, data-
management and distribution requirements needed to support integrated river
basin management.

In ARC/INFO the Copy command was used to off-load individual coverages
together with their associated INFO files.
ARC is the main program environment in ARC/INFO. It contains commands
which start each of the other subsystems and also has extensive
capabilities.
INFO is a complete relational database manager for the tabular data
associated with geographic features in map coverages. It provides
facilities for data definition of new data files, use of existing data
files, data entry and update, and sort and query.
ARC/INFO keeps track of and updates map feature attribute tables which are
stored as INFO files. It maintains the relationships between each map
feature and a corresponding tabular record.
ARCPLOT is the interactive cartographic and mapping subsystem of ARC/INFO.

against independent sources. However, all the data derived from the
USFWS database have been reviewed for anomalous visual patterns both on
line and in hard copy.

Features may be eliminated, misaligned, or generalized on the source

Positional_Accuracy:
Horizontal_Positional_Accuracy: Horizontal positional accuracy is based
upon the placement of the of the data from the USFWS source(Resources
Inventory Upper Mississippi River, 1984) onto the Digital Line Graphs from
1:100,000-scale maps. The ARC Tolerance command is used to set and examine
the tolerances associated with the DLG data set. Positional accuracy
between the DLG data set and ARC data file is indicated as a 64.023
tolerance, however this value is non-verified. Features were digitized by
visual interpretation from the operator.

Process_Description:
The eagle use and rookeries data were were put into digital format at
the EROS Data Center. A projected tic file was created from indexalb.
Indexalb is a tic file consisting of 27,000 tics at 7.5 minute intervals
covering the complete study area used as a base tic file. The points for
the coverage were capture from the Resources Inventory Map series by
on-screen digitizing. Using background covers of the DLG 1:100,000
hydrology, roads, and railways, and the river mileage, spatial placement
of the points was determined. The eagle symbols were captured as points
by following the shoreline of the river on the DLG's and operator visual
interpretation of the source data.
Create coverage topology and feature attribute tables for the new
coverage using ARC command BUILD :
BUILD creates or updates a feature attribute table for a
coverage. Point features and their attributes are
created with the POINT option.

A coverage contains both the locational data and thematic attributes
associated with map features. In a coverage, map features are stored
as points, lines (arcs), or polygons. Points represent features like
named places. They have no length and are defined as a single x,y
coordinate pair. Lines represent linear features like railroads.
Lines have length but no area (polygon) and are defined as a string of
x,y coordinate pairs with beginning and ending points. Polygons
represent features like counties or lakes and are defined as a
string of x,y coordinate pairs with the same beginning and ending
points. These attributes are stored in Feature Attribute Tables. Each
feature class in a coverage has its own table: line attributes are
stored in Arc Attribute Tables (AATs); polygon attributes are stored in
Polygon Attribute Tables (PATs); and point attributes are stored
in Point Attribute Tables (PATs).
ARC/INFO-"generated attributes" are automatically created and are
different for each coverage. The feature attribute table contain
information about and values for a particular record. An INFO table
specifies the format for each record in the data file and is referred
to as the Items Definition. Items are defined by their name, the data
type, the number of characters used to store values, a display width,
and (for decimal numbers) the number of decimals to display.
